The "By-laws"
of the El Dorado Property Owners Association (EDPOA) is a legal document
that defines the operation of our property owners association (membership,
meetings, record keeping, etc.) and the various duties of its officers.
The purpose
of our POA is as follows:
(a) To form an
Association for the better welfare of the owners and occupants of
El Dorado Development on Lake Cypress Springs.
(b) To accept
title to certain common properties and facilities.
(c) To encourage
compliance with the restrictive covenants covering said lands and
to take legal steps, when necessary to enforce said restrictions.
(d) To collect
and administer assessments in accordance with the Covenants and Restrictions,
and for the general operation of the association and such other purposes
as the majority of the membership shall direct.

Covenants
The "Covenants"
of the El Dorado Property Owners Association (EDPOA) is a legal document
that is essentially a set of deed restrictions that tells us what
we can and can't do to our property without POA approval. These covenants,
conditions, reservations and restrictions are to be construed as restrictive
covenants running with the title to each lot.

Previous amendments
to the El Dorado Bay Subdivision Declaration of Restrictive Covenants
have been recorded in the official records of Franklin County:

NOTE:
In 2011 the Texas
Legislature enacted major reforms to our state laws governing Homeowners
Associations. As a result of the numerous changes, the then existing
"El Dorado By-Laws" and "Declaration of Restrictive
Covenants" lacked some of the new provisions and had other provisions
that were no longer enforceable. To correct these discrepancies, the
POA Board formed a By-Laws and Covenants Committee which was tasked
with updating these two documents. The POA members approved the new
documents in November 2012, and they were recorded with Franklin County
Clerk on December 18, 2012.
